State of emergency caused by California fires, including the Tehachapi fire
State of emergency was declared in Sacrament this morning on Kern County by Arnold Schwarzenegger. 25 percent of the west fire, or Tehachapi fire, is contained. Only 5 percent of the bull fire has been contained. Firefighters and containment finally are being used by cash-strapped California through this state of emergency.
